The support of senior provincial officials, including Mohammad Reza Movali Zadeh, the governor of Khuzestan, Lefteh Mansouri, the governor's advisor, Ayatollah Heydari, the representative of Khuzestan in the Assembly of Experts, and Masoud Bani Naemeh, the deputy for social affairs and human capital of the National Industrial Steel Group of Iran, clearly indicates the existence of a corruption and rent-seeking network among provincial officials.
