Chinese Broker and Controversial Figure
A Chinese citizen, briefly referred to in Iranian media as Mr. 'Noon', has become one of the controversial figures in Iran's petrochemical and oil industry over the past years.
According to available information and testimonies from some individuals, this person is actually jin.w, who is claimed to be an employee and manager at Sinopec, China, and has entered the transaction cycle with the introduction and accompaniment of some senior managers in the petrochemical industries and CEOs of companies in Iran.
Multi-Million Dollar Deals and Continuous Losses
Mr. 'Noon' has signed numerous contracts with Iranian companies over the past few years, focusing on the sale of catalysts and the purchase of petrochemical products. The financial value of many of these transactions reaches several tens of millions of dollars, and in most cases, Iranian companies have incurred losses, while some managers involved in the introduction, ordering, and follow-up of contracts have benefited significantly financially.
The role of intermediary companies based in Hong Kong, Dubai, and Turkey is also prominent; companies that primarily have a nominal and paper-based nature and act as intermediaries between the main Chinese companies and Iranian parties. This intermediary structure, according to informed sources, has facilitated the transfer of large sums amounting to several hundred billion tomans to brokers and ordering managers in Iran.
Controversies and Suspicious Links
This Chinese citizen, who has also chosen the Arabic name 'Noor al-Din' and is fluent in Persian and Arabic, has made payments through trusts and exchanges associated with contractors and companies such as EnerChem and Roujan Sanat. He has also claimed to have the backing of national security and has promised to supply and transfer specific items.
Another noteworthy aspect is this individual's role in revealing the routes of Iranian competitors' ships to sanctioning entities; an action that has led to the elimination of competitors from the market and subsequently turned Mr. 'Noon' into a buyer of products from sanctioned ships at low prices.
Reports also indicate the presence of a woman as the main liaison of this network, whose traces have been seen in various petrochemical companies, from Jam and Arya Sasol to Nouri, the headquarters of the Persian Gulf Holding, TAPIKO, and Petro Farhang. Methanol, sulfur, and LPG transactions have also been mentioned as part of this network's activities.
