Jabari, with a history of corruption in various management positions, is known as one of the members of the Azerbaijani faction in the parliament. Sources close to him report on the key role of Ayat Moradpour, a board member of Iran Insurance Holding, in this network. Moradpour, who has amassed significant wealth from his steel activities, uses this wealth to support representatives from Azerbaijan, including Nikzad.

This relationship not only helped in Jabari's appointment but also introduced him as an intermediary for connecting with Ali Ansari, the owner of Bank Ayandeh and one of the major bank debtors. In 2014, Jabari, as the manager of the Body Damage Compensation Fund, deposited about 1000 billion tomans from these resources into Bank Ayandeh to help save the bank on the brink of bankruptcy.

In exchange for this action, illegal agreements were made to grant low-interest loans to Jabari's associates, which itself indicates the depth of corruption in this system.
