Additionally, according to documents, Mr. Jahan Dideh has facilitated the process of obtaining the presidency of engineering for Nasiravi at his personal expense and through his influence. This direct interaction has led to technical decisions being directed in a one-sided and targeted manner towards the contractor's interests.
Another misconduct has occurred in the technical committee of the company. In this committee, influential individuals such as Piramoon and Mohsen Dehbanpour have changed the course of investigations and project approvals towards their preferred contractor through pressure and organized orders. The result of this process has been the issuance of repeated votes aligned with the specific contractor's goals, a process that has not only reduced decision-making transparency but also ignored expert objections.
Unconditional Support for the Misconducting Contractor
The alignment of senior managers in the inspection department confirms the extent of the misconduct and lobbying that has taken place. Babadi, an expert from the General Inspection Office, has acted completely in line with the contractor in all technical committee meetings and has not created any real obstacles or feedback. Furthermore, the head of inspections in oil-rich regions, named Shirali, despite being fully aware of this process, has not taken any preventive and transparent actions and has, in a way, paved the way for supporting the misconducting contractor.
The key role of Dehbanpour, the CEO of Aghajari Oil, in ignoring this cycle of misconduct is confirmed when we know that not only have all documents of misconduct been transferred to him, but this individual has also had a significant presence in the technical committee and is undoubtedly part of the circle of managers from whom Jahan Dideh has obtained the necessary agreements to take over the project without following the legal process.
According to documents, what has made this illegal allocation sensitive is the issue of a discrepancy of about 10 billion tomans in the financial analysis of this project, which is the result of changing the decision-making paths in favor of the contractor.
