Reports from certain sources indicate widespread violations in the awarding of contracts by Fajr Energy Persian Gulf Company. This issue has intensified especially after the appointment of Mohammad Ahmadzadeh as the company's CEO, who previously had a history of corruption at Bouali Petrochemical.
Managerial Changes and the Role of Qalavand
According to informed sources, extensive changes have been made in the managerial and executive structure of Fajr Energy, and several specialists have been removed from their responsibilities. Critics claim that some key positions have been given to individuals close to the new management circle. Additionally, reports indicate the role of Qalavand, the company's head of commerce, who, in coordination with Ahmadzadeh, has diverted the process of awarding contracts to specific contractors from the legal path.

Awarding Contracts to a Specific Contractor
According to leaked documents, some of the contracting contracts previously held by other companies have been canceled and awarded to a private contractor named Mostafa Belali. Critics claim that during this process, most large contracts have also been allocated to this contractor. In the guided pattern by Qalavand and Ahmadzadeh, the bidding process is such that Belali offers the initial proposal at a lower price than competitors, and after winning, through changes and increasing contract amounts and invoicing, the final value of the projects increases.
Financial Suspicions and Pressure on Managers
The deposit of part of the contract amounts into the account of a retired individual with a long-standing background in the provincial inspection department has added to the suspicions of these contracts. This individual is tasked with resolving Qalavand and Ahmadzadeh's legal issues in inspection bodies. Critics also claim that some managers and unit heads have been pressured to approve managerial decisions and have been asked to sign resolutions and contracts.
Changes in Administrative Structure and Housing Provision
Reports have also been published about the relocation of some administrative units and the transfer of employees from the management building, which, according to critics, has been done to limit access and reduce oversight of managerial processes. In another part of these claims, the issue of providing the CEO's residence and the source of its financial resources has also been raised. According to evidence, Qalavand has prepared a luxurious house for Ahmadzadeh at a cost of 15 billion tomans, and given its exorbitant cost, it is unclear where the resources were obtained from.
Given the sensitivity of the issue, it is expected that if there is documentation, regulatory and inspection bodies will transparently investigate the matter and announce the results to the public.
