Hassan Rahmani, a cousin of Amir Hayat Moqaddam, a member of parliament, has created a powerful network of corruption and influence in Hendijan, which has become known as the city's mafia. Rahmani's family connections with Hayat Moqaddam have enabled him to take complete control of Hendijan's customs and sports, leading organized corruption in the city.
Use of Government Facilities
According to local sources, Rahmani has used three sports halls under his control, utilizing a government hall for 20 years to store smuggled goods, eventually registering it in the name of his deceased brother. Some sources have also stated that the family connections of Hayat Moqaddam and Rahmani with local IRGC commanders have resulted in this group receiving about 330 million tomans of subsidized fuel daily under the guise of employment in shipbuilding by establishing a fake shipbuilding company at the IRGC base.
The acquisition of about 1,200 hectares of government land for aquaculture and selling parts of it is another blatant violation by this mafia network in Hendijan. In addition to directing customs and the fuel of Hendijan's sailors, he has arranged executive and administrative forces in the region according to his and Hayat Moqaddam's personal interests. For instance, by appointing directors of the Environmental Department responsible for issuing necessary permits for his illegal projects, he advances the interests of his network.
The Role of Managers and the Silence of Oversight Bodies
Informed sources have said that the corrupt head of this department, Mohsen Shabani, was directly appointed by the order of Hayat Moqaddam and Rahmani. The same manager who previously spent nearly 3.5 billion tomans on Hayat Moqaddam's election expenses and received the position of regional environmental management by paying this amount.
The silence of oversight bodies in the Hendijan region has led to the expansion of Rahmani's activities in this county, and in private gatherings, he introduces himself as the leader of the local mafia. It remains to be seen how far this corruption and violation mafia can bypass laws and infringe on the rights of local people without facing security and judicial institutions.
