Mohammad Ashouri: From the Ministry of Intelligence to the Representative Who Sacrificed His Parliamentary Seat for the Governorship

Mohammad Ashouri Taziani, after a long journey through the security and administrative institutions of the Islamic Republic, has now been appointed as the governor of Hormozgan and is one of the few parliamentary representatives who resigned from his position for this role. With a background in the Ministry of Intelligence and security operations management, he has always been present in the shadow of the regime's security power and, despite criticisms and ambiguities, has played a key role in the country's supervisory and security structure.

Mohammad Ashouri: From the Ministry of Intelligence to the Representative Who Sacrificed His Parliamentary Seat for the Governorship

Mohammad Ashouri Taziani has been moving between security institutions, executive management, and the Islamic Republic's parliament for nearly four decades; a path that began with the Ministry of Intelligence and the political-security deputy, continued with about 23 years of consecutive presence in the parliament, and after resigning from representation, he has now reached the governorship of Hormozgan.

Mohammad Ashouri Taziani, the current governor of Hormozgan, is one of the few political managers in the country who has resigned from parliamentary representation to become a governor. One of the formidable figures in the architecture of the Islamic Republic's security power, his path began as an interrogator in the Ministry of Intelligence and the governorship of Bandar Abbas, continued in Fars province with the discovery of an alleged network of hidden Jews in power, and includes a history of managing overseas and domestic assassination operations in the 1980s and 1990s. He is currently also teaching at the Ministry of Intelligence colleges.

Security and Political Background; Sustained Power, Limited Data

Ashouri, born in 1962 in Bandar Abbas, was active in the Ministry of Intelligence, served as the political-security deputy of Hormozgan, and was the governor of Bandar Abbas before entering the parliament. Upon resigning from parliamentary representation, where he served for six consecutive terms, and his appointment as governor, the state broadcaster highlighted his successful record as the Director-General of Intelligence for Fars province. Previously, an archival table attributed to Fars News Agency also mentioned his roles as "Director-General of Intelligence for Bushehr" and "Member of the IRGC Command Council" as part of his background.

This combination is a familiar pattern in the Islamic Republic: a direct link between "security apparatus, IRGC, and political management of a province". The lack of information about him, even his presence as a parliamentary representative, which earned him the title of the quietest representative in Iran's history, shows how the security layers of power are deliberately kept out of public view, while they have a direct impact on people's lives.

A Representative in Major Absence

Ashouri entered the parliament in 2004 and served for six consecutive terms, from the seventh to the twelfth parliaments, representing Bandar Abbas, Qeshm, Abu Musa, Hajjiabad, and Khamir, to the extent that he became famous throughout Hormozgan province as someone unknown, without an office in the province, and unseen, yet always winning parliamentary elections through lobbying with security institutions.

Although he was hidden from public view, his membership in the National Security and Foreign Policy Commission, the Internal Security Committee, the High Supervisory Board of Council Elections, and the Parliament's Presidium shows he was at the heart of the regime's supervisory and security mechanisms.

Nevertheless, evaluations of his parliamentary record are not uniform. IranWire reported in 2015 that despite several terms of presence, his public activities in the form of speeches, warnings, and opposition or support for ministers were limited, to the extent that he would give a speech in parliament once every 12 years.

Controversies, Criticisms, and Ambiguities; From Telegram to the Political Arena

During election periods and when his name was proposed for governorship, a significant amount of supportive and opposing content was published. With the beginning of Ashouri's governorship, one of the most significant crises faced by Hormozgan's management was the explosion incident at Shahid Rajaee Port in May 2025; an incident where the investigation committee reported negligence in observing safety principles and passive defense, and cases of false statements, and later mentioned the brief arrest of managers related to the case. Although such news is announced by the judiciary to calm the public atmosphere, it is perceived as lacking reality by the public. The manner of information dissemination and post-incident management by the governorship and the lack of compensation for the traders and affected individuals made Mohammad Ashouri's image more unpopular than ever in public opinion.

Even when a crisis occurs in vital infrastructure and the systematic negligence of the government is established, the accountability structure in the Islamic Republic is designed in such a way that the individual responsibility of senior managers remains ambiguous and unclear in public opinion and official documents. As the main suspect in this case, with the direct support of the governor, was maintained in his position instead of being dismissed and was later even promoted.

The Project of Eliminating the People of Hormozgan

The worst blow that a province suffered from the forty-year presence of Mohammad Ashouri was the elimination of elite human resources from all important fields. With fabricated cases, he prevented the growth of any Hormozgani at any ministerial level.

Sheikh Mohammad Ziaei, a trusted figure among the people of the province and a prominent Sunni scholar in southern Iran, was summoned to Fars province when Ashouri was the Director-General of Intelligence there, and was martyred under torture with his head and one hand severed. Sheikh Noah, another prominent Sunni scholar, because he was a rival to their pawn "Pardel" in Soro, was tortured in Bandar Abbas intelligence with Ashouri's coordination and died after being released due to illness.

The case of the murder of Nasser Abdollahi, a famous Hormozgani singer who was brutally killed with multiple physical blows according to local narratives, had two main suspects, including the intelligence department and Pardel's associates with Ashouri's involvement.

The operation of suppressing and harassing writers and journalists in Hormozgan, after torture, imprisonment, and assassination attempts, forced them to flee the country, was similarly repeated for local economic activists, with a bankrupting and asset-seizing approach affecting many Hormozgani traders and investors, eventually forcing them to either leave the province or migrate to the Persian Gulf countries.

Structure, Not Just the Individual in the Islamic Republic

The political and assassination history of Mohammad Ashouri is the history of a manager with a security background and a long presence in the official power structure; an individual who, from the Ministry of Intelligence and the Parliament's Presidium, when reaching the political management of a province, means he has always had the same initial plan of an intelligence department caseworker and torturer, but with a different cover that surrounds this background, criticism about the level of parliamentary impact, transparency, crisis management, and appointments is raised. In this structure, even when systemic corruption, inefficiency, and recurring crises are observed, where competence is sidelined in favor of patronage, lobbying, and dependency on the security layers of the regime.
