Corruption and Favoritism in Abadan University of Medical Sciences; From Under-the-Table Deals to Nepotistic Appointments

In Abadan University of Medical Sciences, financial corruption and nepotistic appointments, along with political support, have led to employee dissatisfaction and structural disorder, negatively impacting the healthcare in Khuzestan Province. Construction projects are awarded to contractors close to managers without bidding, and employees are protesting against reduced benefits and working conditions.

Corruption and Favoritism in Abadan University of Medical Sciences; From Under-the-Table Deals to Nepotistic Appointments

Two years after the appointment of Mohammad Salehi Behbahani as the President of the Universityof Medical Sciences Abadan it has been revealed that his financial misconduct from previous management periods has continued during his two-year tenure at Abadan University of Medical Sciences.

Receiving under-the-table payments and multiple legal cases against Behbahani were issues that drew criticism from healthcare activists in Khuzestan Province from the start. Another point was the manner of Behbahani's appointment, which was based on political support from Khuzestan representatives such as "Jalil Mokhtar" and "Motorzadeh" instead of meritocracy.

This support has resulted in accumulated employee dissatisfaction, structural disorder at the university, and widespread managerial corruption in various layers of Abadan University of Medical Sciences, directly affecting the healthcare situation in the province.

The issue extends beyond Behbahani's current management period. Informed sources have revealed that the previous university management awarded major construction projects, including the construction of new hospitals, to contractors close to them before leaving office. Currently, oversight bodies, including the National Inspection Organization, the Inspection Organization, and the university's internal inspection are investigating these cases.

Meanwhile, the new university president is also accused of awarding key projects like the "Burn Unit of Shahid Beheshti Hospital in Abadan" and "Khorramshahr Heart Hospital" without bidding (waiving formalities) or by applying Article 48 and 46 to contractors from his hometown.

Contractors Affiliated with University Managers

One of the mentioned contractors, "Arjan Company" (belonging to individuals close to the new president), has been involved in the new phase of the Abadan outpatient department (OPD) for over ten years. Additionally, a person named Mrs. Khazael is mentioned as one of the corruption links, supported by Jalil Mokhtar, who has remained in her position through several managers and is heavily criticized by employees for extensive embezzlement and budget misuse; to the extent that several of her subordinates have resigned due to her blatant corruption.

In other controversial appointments, "Mohammad Sadegh Salehshour" (a fellow townsman of the university president and lacking a medical degree), who was previously arrested with handcuffs due to extensive financial misconduct at Ahvaz University of Medical Sciences, has now been appointed as the Vice President for Development and Resource Management at Abadan University of Medical Sciences.

Protest and Dissatisfaction Resulting from Nepotistic and Preferential Managerial Appointments

The protest of contract employees has turned the financial decisions of the university into one of the urgent issues for Salehi Behbahani's management. According to employees, about one thousand and 800 contract and volume-based employees in the hospitals of Abadan, Khorramshahr, Shadegan, and Arvandkenar and other medical centers are protesting against the 17-point directive of the Financial Committee of the Vice President for Development and Resource Management. They say the clauses of this directive reduce overtime, welfare benefits, annual leave savings, and uniform allowance, and they demand the publication of the text and its calculation basis and the cancellation of the contested clauses.

The issue in Khuzestan goes beyond the mismanagement of a single manager. The healthcare structure in Khuzestan has been facing accumulated financial corruption, nepotism in appointments, and interference from representatives and influential political figures for years, while on the other hand, the statistics of scientific weakness, shortage of medical staff, and medical equipment have turned the issue into a matter of life-threatening consequences for the province's people. The province's outcome from national resources, due to corrupt managers and representatives, is nothing but loss and dissatisfaction.
