It is said that Naeimi's return is the result of lobbying by representatives such as Mohammadi and Tajgardan. These individuals have gained access to some appointments and contractual agreements related to public relations through Naeimi. This process is particularly concerning given that his past financial and administrative violations had already been exposed, leading to his dismissal.
In addition, Naeimi is involved in cultural and artistic purchases through an individual named Basraei using fake invoices, which is considered a source of income for him in this position. Furthermore, the awarding of banner and wall writing contracts to a specific individual and the renewal of these contracts are other suspicions raised regarding his performance.
Decisions related to transactions and contractual agreements are also among the violations revealed during Naeimi's new management period. These issues have been carried out in collaboration with Mousavi Sandaroni and a circle associated with Rashidi, with Naeimi acting as an intermediary between several members of parliament.
Despite the long list of violations, most of which were also exposed during Naeimi's previous management, the question arises as to why oversight bodies have not taken effective action regarding his reappointment.
