Rojan Sanat Contracting Company; Two Decades of Controversial Million-Dollar Contracts in the Oil Industry

Despite its extensive involvement in major oil and petrochemical projects in Iran, Rojan Sanat Alborz Company faces ambiguities regarding the allocation of contracts and its relationships with managers, which have yet to receive clear responses from regulatory bodies. Over the past two decades, the company has suspiciously secured million-dollar contracts, with no transparent information about its tenders and contracts released so far.

Rojan Sanat Contracting Company; Two Decades of Controversial Million-Dollar Contracts in the Oil Industry

Over approximately two decades of activity, "Rojan Sanat Alborz" has transformed from an industrial service provider to a contractor whose name appears in Iran's oil, refining, and petrochemical projects, from catalyst unloading and loading to major overhauls, equipment supply, and EPC projects.

The company's website mentions activities in refineries and complexes such as Shazand, Isfahan, and petrochemicals like Marun, Pars, Fanavaran, and Bandar Imam. Recently, it has also added the reconstruction projects of RFCC and TSS at Shazand refinery to its portfolio.

However, alongside the expansion of Rojan Sanat's activities, questions have arisen about the allocation of million-dollar contracts, project pricing, the company's relationships with managers of contracting entities, and how it gained access to major projects. Despite various reports, no clear and documented response has been provided by regulatory bodies so far.

From Catalyst Services to Major Refinery Contracts

Rojan Sanat's activities are introduced in areas such as industrial cleaning, waste management, catalyst unloading and loading, maintenance, equipment construction, and EPC. The company's official channel has published numerous images of catalyst unloading and loading operations in refinery and petrochemical units.

But this path has led to larger projects in subsequent years. A notable example is the reconstruction project of RFCC and TSS at Shazand refinery and participation in the Gener consortium at Bandar Abbas refinery. Rojan Sanat has announced that it has carried out the engineering, supply, construction, and installation of heavy equipment for this project, while various issues, including collusion in engineering and installation, have been raised regarding this project.

Additionally, questions arise about how part of the work was allocated to an Indian company, Rojan Sanat's role in the deal, and the contract price. Some sources have presented documents about unofficial payments and special relationships with refinery managers.

How Did Rojan Sanat Secure the Contracts?

The main issue concerning Rojan Sanat is not just the technical performance of a contractor. The fundamental question is how this company has managed to expand its activities in major oil, refining, and petrochemical entities over nearly two decades.

In Iran's oil industry, contractors must undergo technical evaluation, bidding, price review, and qualification approval to enter many projects. When a company is involved in numerous sensitive projects, transparency about the contractor selection process, competing bids, final contract price, changes in work quantities, foreign and local payments, and subcontracts becomes more critical.

Regarding Rojan Sanat, reports have been published about its contracts, raising issues of collusion or payments outside the official framework.

In the catalyst sector, a similar question exists: in which contracts was Rojan Sanat merely an unloading and loading contractor, in which deals did it act as a supplier, and in cases where foreign currency was allocated for equipment or catalyst purchases, what were the actual producer, foreign seller, real purchase amount, and intermediary fee? These issues clarify the company's role as a broker and agent for inflating prices and bribing managers.

Where Are the Regulatory Bodies?

These questions become more serious when a contractor's activities continue for years in sensitive sectors like refineries, petrochemicals, major overhauls, and catalysts. In such circumstances, it is expected that the National Inspection Organization, the Court of Audit, the Ministry of Oil's security, and security agencies maintain continuous oversight over major contracts, foreign payments, contractor selection, and potential conflicts of interest.

Thus, one question remains: if Rojan Sanat's contracts over all these years have been awarded according to regulations, with real competition and transparent pricing, why are the details of tenders, contract amounts, foreign resources, foreign parties, and inspection results not transparently published? This issue reveals the depth of corruption in this contracting entity.

Clarifying these documents could reveal how a private contractor has managed to expand its position from industrial services and catalysts to major EPC and refinery projects over about two decades.
