Investigations into Jaber Ghasemi's educational empire in Assaluyeh have revealed serious ambiguities regarding the utilization of a government building and the deposit of its revenues. This building, which was allocated for educational purposes, is now facing claims of personal use of government resources and private accounts linked to Ghasemi.

An examination of a series of memorandums, administrative decrees, educational certificates, insurance lists, lease contracts, social security correspondences, company registration advertisements, and images of an educational center building in Assaluyeh reveals a chain of serious ambiguities about the fate of a public property and its derived revenues; a building whose land was allocated for educational purposes, with its construction and equipment costs apparently funded by the Pars Special Economic Energy Zone Organization, but now there are numerous unanswered questions about its utilization, leasing, and revenue deposits.

The central name in this case is "Jaber Ghasemi"; a manager who, according to existing documents, has held the presidency of the Applied Science Education Center affiliated with the Pars Special Economic Energy Zone Organization for years and simultaneously held a position in the structure of Payame Noor University in Bushehr province. Informed sources introduce him as a nephew of Rostam Ghasemi; a relationship that needs confirmation by the Ghasemi family or official authorities. What the current documents clearly show is not this family relationship, but the continued administrative influence of Ghasemi in several educational institutions and his long-term access to a public building.


The case begins in the year 1386 . On the 7th of Aban that year, a memorandum was signed between the University of Applied Science and the Pars Special Economic Energy Zone Organization. The subject of the memorandum was the expansion of scientific, educational, and research collaborations and preparing the ground for holding the applied scientific education needed in the region. A year later, on the 31st of Ordibehesht 1387, the secretary of the board of directors of the special zone organization communicated the board's approval for the implementation of this memorandum.

These documents confirm one point: the center mentioned was not the product of a private initiative. Its starting point was the agreement of two public institutions and its mission was to meet the educational needs of the Pars Special Economic Energy Zone. In one of the subsequent decrees of the University of Applied Science, Jaber Ghasemi was introduced by the then managing director of the special zone to take over the presidency of the center. The decree stated that his continued responsibility after the specified period would depend on performance evaluation and the issuance of a new decree.

In the narrative sent, the year 1388 is mentioned simultaneously with Rostam Ghasemi's Ministry of Oil, but this part is not consistent with his official calendar of responsibilities; Rostam Ghasemi became the Minister of Oil in 1390 . This historical error does not undermine the original documents related to the establishment of the center, but it shows that any claim of Jaber Ghasemi using his uncle's influence at the establishment stage must be independently documented and investigated.


Simultaneous Presidency; One Manager for Several Universities

According to existing documents and information, Jaber Ghasemi was a faculty member of Payame Noor University in Bushehr province and at times also held the presidency of the Payame Noor units in Assaluyeh and Jam. At the same time, his name appears as the president of the Applied Science Education Center of the Pars Special Economic Energy Zone Organization.

An image of an official introduction letter from the University of Applied Science in Bushehr province also shows that Ghasemi was introduced for the presidency of the Applied Science Education Center in the special zone. On the other hand, a graduation certificate of one of the students has registered the name of this institution as: "Applied Science Education Center of the Pars Special Economic Energy Zone, affiliated with the National Iranian Oil Company"


This phrase has significant importance. If the center was affiliated with the special zone and the National Iranian Oil Company, its financial resources, tuition fees, bank accounts, contracts, assets, and revenues could not be managed without regulation like the assets of a private institution. The auditing of this center must clarify into which account the students' tuition fees have been deposited since its establishment, who the signatories were, where the financial statements are kept, and how much of the revenues have been transferred to the official accounts of the National Iranian Oil Company or the special zone organization.

Sources of the case claim that the number of students at the center increased from about one hundred at the beginning of its activities to nearly five thousand at times, and the tuition fees were deposited into an account under the management of the center instead of the official account of the organization or the National Iranian Oil Company. The documents provided are insufficient to determine the final amount of tuition fees or to prove the destination of all funds; however, this claim, alongside the governmental nature of the center, necessitates an independent audit from 1388 until the cessation of student admissions.


Insurance list images also show names such as Jaber Ghasemi, Hanieh Mozaffari, and Younes Mohammadi among the insured. Hanieh Mozaffari is introduced as Ghasemi's wife in subsequent registration advertisements, and Younes Mohammadi was one of the managers of Payame Noor in Bushehr province at the time. The fundamental question is what was the basis for the employment and salary payments to these individuals at the center? Did Ghasemi and Mohammadi simultaneously receive salaries from Payame Noor University and the center affiliated with the special zone? Was there a legal permit for simultaneous employment, and did the declared working hours not conflict with their other responsibilities?

The presence of a name in the insurance list alone does not prove misconduct; however, when a university manager simultaneously holds the presidency of another center and the names of his managers or relatives appear in the payment and insurance list of that center, the Social Security Organization, Payame Noor University, and the University of Applied Science are obliged to publish the basis of contracts and payments.


One Hectare of Land and a Building Constructed with Public Funds

A more important part of the case relates to the land and building of the center. According to existing images and narrative, the Islamic City Council of Nakhl Taqi allocated about one hectare of land to the Pars Special Economic Energy Zone Organization for the establishment of an Applied Science Education Center. The purpose of the allocation was to provide educational services to the people of Assaluyeh and to fulfill the organization's social responsibility.


An official report published on the website of the special zone organization also shows that the construction operations of the center began in Khordad 1391 . Case sources say the special zone organization built a four-story building with an approximate area of four thousand square meters on this land and equipped it with educational facilities. The facade and interior images also confirm the existence of a large building with educational use.


Therefore, we are faced with three layers of public resources: land allocated by city management, construction and equipment costs by the special zone organization, and the institutional credit of the National Iranian Oil Company and the University of Applied Science. None of these three layers create personal ownership of the center manager over the building.

The main question of this case starts exactly from this point: in whose name is the building's ownership document now? Who was the official recipient of the building? Where is the handover report, list of equipment, and asset register? Has the special zone organization ever issued a permit for commercial exploitation of the building?

End of a Government Center; Start of a New Title

In 1398 , following the policy of reducing or closing government centers of the University of Applied Science, the activities of many of these centers were halted. The center affiliated with the special zone was also subject to this decision. Naturally, with the cessation of the center's educational activities, the management of the building and its assets should have returned to the public owner, and an official decision should have been made regarding the property's subsequent use.


However, case sources say that after the cessation of the government center, the main title on the building's facade changed, and the phrase "Applied Science Education Center of the Pars Special Economic Energy Zone" was replaced with titles like "South Pars Scientific Education Center" or "Assaluyeh University of Applied Science." According to the same narrative, stamps and letterheads with new titles were used for contracting and renting parts of the building.

The falsification of a stamp or letterhead is a criminal matter and can only be proven through official expertise and inquiry from the university and the special zone organization. However, the existing images show a clear contradiction: the title mentioned in subsequent correspondences and contracts does not match the original official name of the center, and it is unclear which authority has authorized continued activity or exploitation under this title.

If the center was closed in 1398 , on what basis did Jaber Ghasemi introduce himself as the president of the center after that? If the name of the center has changed, where is the permit for this change? If the building belongs to the special zone, who has the authority to rent it out to companies and departments?

Who Became the Tenant of Social Security?

One of the important documents of the case is the lease contract for part of the building to the Assaluyeh Social Security Administration. The provided contract is dated 23 Aban 1402 and the lessor is introduced as "Assaluyeh University of Applied Science represented by Jaber Ghasemi." The lessee is also the Social Security Organization, Bushehr Province Directorate, Assaluyeh Branch.

The subject of the contract is the lease of part of the building for the establishment of a Social Security branch, and it refers to administrative spaces, halls, rooms, restrooms, and other facilities. The contract is signed by Jaber Ghasemi, the head of the provincial Social Security Administration, and the legal affairs representative, with the center's and Social Security's stamps on it.

Another document shows that Ghasemi subsequently requested a 35 percent increase in rent for the new year. In the expert letter from the Bushehr Social Security Directorate, the rent for the year 1403 is approximately one billion and 850 million rials, and the proposed amount for the new year is about two billion and 497 million rials.

This contract is by itself the most important document necessitating investigation. Before paying even a single rial of rent, Social Security should have verified the ownership or legal authority of the lessor. Was the ownership document in the name of "Assaluyeh University of Applied Science"? Did the special zone organization and the National Iranian Oil Company authorize Jaber Ghasemi to represent them in leasing the property? Which board of directors or transaction commission resolution allowed a building constructed with public resources to be leased with the signature of the former center president?


In one of the existing letters, a bank account number in Bank Tejarat is announced for rent payment. Auditing authorities must examine the account holder, fund transactions, and the use of all paid amounts. If the account belongs to a valid legal entity and the revenues are recorded in official ledgers, publishing the documents can resolve the ambiguity; but if the funds have gone to a personal account or an entity lacking legal authority, we will be facing a case beyond mere administrative disorder.

Petrochemical Tests in a Building with an Unclear Status

Other images show the holding of internal tests for Bushehr Petrochemical contractors on 14 Shahrivar 1404 in the same building. A public relations announcement from Bushehr Petrochemical also introduces the venue as the Assaluyeh University of Applied Science building and mentions cooperation with the Persian Gulf University and the Assaluyeh Center.

Case sources say the cost of using the venue or holding the test was deposited into an account in Bank Tejarat. The existing collection lacks sufficient banking documentation to prove this claim, but Bushehr Petrochemical can easily specify with which individual or legal entity the contract was made, the amount, and to which account the funds were transferred.


The same inquiry should be conducted with all refineries, petrochemicals, contractors, and government agencies in Assaluyeh. Collecting contracts made from 1398 to the present can clarify the actual volume of revenue derived from the building, the title used in the contracts, and the destination of the funds.

Private Transformation with a Capital of One Hundred Thousand Tomans

The trail of the case in 1399 leads to the establishment of a company named "Third Generation Pars Fanavaran Kokabi." According to the provided registration advertisements, the initial capital of the company was only one million rials, equivalent to one hundred thousand tomans, and its activity began in the form of a government services office.

In the initial structure, Alireza Kokabi was introduced as the CEO; a person whom sources identify as a former guard of the educational center. Hanieh Mozaffari, Jaber Ghasemi's wife, was a board member and CEO, and Ghasemi himself was the main inspector of the company. Reza Ghasemi also appears in the list of inspectors.

In the change advertisement dated Shahrivar 1404, the company's name was changed to "Pars Asaluyeh Scientific Skills" and three legal entities joined its composition: the Health, Safety, and Environment Company of Assaluyeh Petrochemicals; the Pars South Cultural and Sports Institute; and the Strategic Company of Pars Energy Zone Petrochemicals. Reza Safaei was introduced as the chairman of the board and Alireza Kokabi as the CEO.

The entry of companies related to the region's industries into a company initially formed with minimal capital and the presence of Ghasemi family members requires immediate clarification. With the permission of which assembly and based on what economic evaluation did these legal entities enter the collection? Did the National Iranian Oil Company or upstream holdings allow this participation? What was the contribution of each member? Why does the registered address of the new company overlap with the location of the government center building?


The name change to "Pars Asaluyeh Scientific Skills" and the attempt to obtain a license for a new educational center reinforce the suspicion that the closed government structure is undergoing a transformation and returning in the form of a private or semi-private entity; an entity that can utilize the building, equipment, credit, and customer network of a center built with public resources.

A Case for Auditing, Not Administrative Silence

In the narrative of the sources, Mehdi Farazja, the educational deputy of the University of Applied Science in Bushehr province, and Mostafa Ahmadi, the president's advisor, are also mentioned as administrative supporters of Jaber Ghasemi. The current images are insufficient to prove the financial or criminal partnership of these individuals; therefore, the university must publish all correspondences, permits, and decisions related to the title change, activity extension, or new center establishment request to clarify each individual's role.

  



This case cannot be closed with a verbal denial. The Pars Special Economic Energy Zone Organization must publish the ownership document, construction costs, handover report, and building exploitation permits. The National Iranian Oil Company must audit the center's tuition fees and revenues from its establishment. The University of Applied Science must announce the exact date of activity cessation and the validity of all subsequent stamps and letterheads. Payame Noor must explain the simultaneous employment status of its managers. Social Security and Bushehr Petrochemical must also provide contracts, payment amounts, and destination accounts to supervisory bodies.


The issue is not just about a building; it is about a pattern in which public land, social responsibility budget, the credit of a state university, and the educational needs of the deprived people of Assaluyeh gradually become a platform for creating personal income and influence. If the financial documents confirm the sources' claims, what has happened will not merely be a manager's misconduct; we are facing a network that could not have continued for years without the cooperation or silence of university managers, the special zone, Social Security, and petrochemical companies.

Jaber Ghasemi and all the mentioned individuals and institutions have the right to present their documents and responses; however, the burden of accountability lies with those who have had control over a public asset. The final question is simple: who does the building, whose land was given by the people of Nakhl Taqi and whose cost was paid from oil industry resources, belong to today, and into whose pocket does its revenue exactly go?
